Often yes, if you pick the right base — but it depends on what you want. Curaçao has a public bus network (994 stops, operated by ABC Busbedrijf) plus fixed-rate taxis, and in some areas a number of restaurants, beaches and activities sit close together. In others, every meal means a taxi. How Curaçao buses work
Large 'konvooi' buses run fixed routes from the two Willemstad hubs (Punda and Otrobanda), roughly hourly on main corridors; smaller private 'bus' vans fill the gaps. Fares are paid on board.

Where a car is more useful
The island's west (Westpunt, the cove beaches beyond Blue Bay) is spread out: distances between beaches, restaurants and stops are measured in kilometres, and bus frequencies are lower. Getting from the airport
Hato Airport has no direct beach-resort bus; official fixed-rate taxis are the practical arrival option, and buses connect the airport road with Otrobanda.
